The ministries of Moses and Elijah on this Earth, once
the Church of the Lord Jesus Christ has come in all fullness
into the mystical Body of Christ, and has obtained the
resurrection of the dead in Christ and the transformation of us
who are alive, those ministries turn into a ministry of Divine
Judgment according to the Scriptures.
Those are the ministries of Revelation chapter 11,
verses 3 to 7, which will have power over all nature; because
at that time, those ministries will be manifested in the Angel
of the Lord Jesus Christ, who will already be adopted by that
time, by the time that manifestation among the Hebrew
people takes place.
And since those are the ministries pertaining to the
end time (in other words, the ministries of Moses for the
second time, Elijah for the fifth time, and Jesus for the second
time), they are the ministries through which the Divine
Judgments that must come upon the Earth are revealed to the
human race.

[The Revelation
Of The Seven Seals, paragraphs 391-394], he says:
“…We realize we have just a short time. And the
Church might go at any time.
The Lamb might, at any time, leave the sanctuary up
There, or the Throne of sacrifice, come forth from the Throne
of God where the sacrifice lays, and then it’s over; there is no
more hopes for the world; she is finished. Then she goes into
flusterations, of great spasms of earthquakes, and—and great
shakings like it was at the resurrection.

Now notice how on two occasions Jesus speaks openly about John the Baptist and identifies him as the Elijah who was to come at that time, preparing the way of the Lord in His First Coming. However, the forerunner of the First Coming of Christ was not named Elijah, he was named John. But since the Spirit of God, the Holy Spirit, was in John the Baptist, It was operating the ministry of Elijah through John the Baptist; and that is why he came in the Spirit and power of Elijah, with the ministry of Elijah, in the third manifestation of the ministry of Elijah.
THE LIFE OF THE FORERUNNER AND HIS MESSAGE

That’s why it says: “Unto them that fear My Name
shall the Sun of Righteousness arise with healing in His
wings,” (Malachi chapter 4, verse 2). The Wings of the Sun of
Righteousness are the ministries of Moses and Elijah in the
Coming of the Son of man: in the Coming of the Sun of
Righteousness, of Jesus Christ manifested at this end time
through human flesh in His Angel-Messenger.
But the Angel of the Lord Jesus Christ is not Jesus
Christ: he is the instrument of Jesus Christ for that
manifestation of the Lord Jesus Christ with His Angels; for
that manifestation of our beloved Lord Jesus Christ, where He
will be manifesting the ministries of Moses, Elijah, and Jesus.
And that is the Coming of the white-horse Rider of
Revelation 19 and the Coming of the Mighty Angel who
comes down from Heaven, because they are the same Person.
